On October 7, the Pleasant Prairie Village Board considered and approved an award of contract for Master Planning and Master Developer services to RINKA for the proposed Village Green Center mixed-use development of approximately 180 acres generally located at Springbrook Road and HWY 165.

As Phase One, earlier this year, the citizen engagement Community Collaboration committee, known as Designing Downtown Pleasant Prairie, worked together for seven months, volunteering more than 1,500 hours, to create a wide variety of development recommendations for the Village Green Center, a new downtown destination development on 180 plus acres. This group of dedicated volunteers identified opportunities, researched ideas, and developed concepts for housing options, commercial district, park and recreation amenities, and public and civic facilities. Other areas of focus included environment friendly solutions, project marketing, and the downtown’s aesthetics, character, branding and themes. The Village chose to use a new engagement process designed to let the community drive all aspects of the project’s concept development allowing interested citizens to directly influence ongoing Village Green Center development activities undertaken by the Village.

Phase Two of the Village Green Center planning process involved the Village soliciting statements of qualifications from development professionals to lead in the Master Planning and Master Developer roles in the planning and development of the Village Green Center site. Village staff and members of Designing Downtown Pleasant Prairie steering committee interviewed master developer applicants and recommended that the Village Board offer the contract to RINKA.

For the next several months, Village staff, along with the Designing Downtown Pleasant Prairie steering committee and RINKA, will be working together to summarize and confirm the Designing Downtown Pleasant Prairie visions and goals. Based on those visions and goals, RINKA will develop a Concept Draft Master Plan and Civil Site Analysis, which will be presented to the public in an open house.

Upon approval of the Concept Draft Master Plan, RINKA, Village staff, and the Designing Downtown Pleasant Prairie steering committee will create a Final Village Green Master Plan and a Planned Development zoning documents that will guide the layout and development of public and private improvements within the Village Green Center.
