
On October 23, the stretch of 39th Avenue between 93rd Street and State Highway 165 reopened to traffic. This stretch of road had been closed since April 17, 2015. The Village, Kenosha County, the Wisconsin Department of Transportation (WisDOT), and the Federal Highway Administration cooperated on the project. Planning for the reconstruction of this section of roadway began during 2013 with public meetings held during May and July of that year. Initial plans were completed during 2014, and the State put the project out for bid in early 2015. The contract for the work was awarded to Stark Asphalt in the amount of $4,418,745.63.
Contractors, multiple utility companies, WisDOT, and the Village worked to accommodate the reconstruction of the road from the base up. The upper and base layers of the road were removed; additional water and sewer main was installed; utilities, including fiber optic cable, telephone, electric, and gas were relocated (a delay of approximately 39 working days occurred due to utility relocation and inclement weather); the intersection at 39th Avenue and Springbrook Road was reengineered; a new, wider road base was installed; the top layers of the road were repaved and striped; sidewalks were constructed; and signage, lighting and landscaping was installed.
In total, not including working day delays, the contractor completed the work in approximately 94 working days (the contract allowed for 95 working days). The project was paid for with federal highway grant funds forwarded to the Village from Kenosha County and funds from Tax Increment District #2.
