Proposal of 3.3% Tax Levy Increase for 2019

On Monday, October 15, Village staff presented the proposed 2019 general government budget to the Village Board. The budget proposes to increase the tax levy from $11,883,252 in 2018 to $12,292,605 for 2019. The $409,353 increase is the total allowed based on $230 million of new construction during 2018. The 2018 municipal-wide revaluation added another $240 million to the Village resulting in a total 2018 value of about $3.6 billion. The total additional value of $470 million will reduce the Village tax rate by about 8% from $4.60 to $4.24.

The median valued home increased from $205,400 to $237,200, a 15% change. While home values improved by 15%, property owners can expect the increase in the Village portion of property tax to flatten significantly because of the reduction in the mill rate. As a benchmark, the median home can expect about a $62 increase on the Village portion of the property tax. 

In 2019, the Village will receive about 22% of the total property tax payment, approximately $1,006 for the median valued home, to cover Village services such as fire and paramedic, police, community development, road improvements, and snow plowing. The proposed 2019 budget includes an addition of one police officer, the promotion of 7 part-time police dispatchers to full-time, and removal and replacement of emerald ash borer infected street trees. Proposed capital purchases includes $1.8 million for road improvements, the addition of one ambulance and one police fleet vehicle, and $180,000 for a roof replacement at Roger Prange Municipal Building.

A public hearing related to the 2019 budget is planned for Monday, November 19 at 6:00 p.m. The hearing will be held in the auditorium on the south side of Pleasant Prairie Village Hall, 9915 39th Avenue.
