
On Monday, October 6, 2025, following a public hearing and a favorable recommendation from Village staff, the Pleasant Prairie Plan Commission approved a Conditional Use Permit for WisHope Recovery to operate a Community Based Residential Facility (CBRF) on the 1.3-acre parcel at 9302 39th Avenue.
The facility will serve up to 15 individuals receiving Medicaid Home and Community Based Services or Support. The program will provide structured, evidence-based residential treatment for substance use disorders and co-occurring mental health conditions, offering 30 to 120 days of care in a wellness-focused environment. As part of the approval, the Plan Commission released Conditional Use Grant #24-02, which had been approved in April 2024 for a different CBRF use that the property owner was no longer pursuing. McCarthy Investments, LLC, is purchasing the property to operate the facility in partnership with WisHope Recovery.
According to the approved plan:
• No exterior or interior site improvements are proposed.
• Behavioral health technicians will provide 24/7 coverage with therapeutic and medical staff supplementing care.
• The parking lot will be expanded, restriped, and resealed to accommodate six spaces, including one handicapped-accessible space.
• Residents will receive transportation services through a facility-operated vehicle.
Additionally, Village ordinances require the installation of a Digital Security Imaging System (DSIS) at the facility. The existing system, installed by a previous owner, will be made operational before occupancy. The Village Board is scheduled to consider vacating the existing DSIS easement at its meeting on October 13, 2025.
