On Monday, July 7, the Pleasant Prairie Plan Commission approved several requests related to the development of Cooper’s Hawk restaurant and winery near the southwest corner of State Trunk Highway 50 (75th Street) and 115th Avenue. Petitioner Steven Bersell submitted the proposal on behalf of the property owner, FRED–Northwest Lot 4 LLC. The approval included a Certified Survey Map, Site and Operational Plans, a Digital Security Imaging System (DSIS) Agreement, and amendments to the Village Zoning Map, Zoning Text, and Comprehensive Plan.

The development site is being subdivided into four lots. Lot 1, approximately 2.7 acres, will be sold to Cooper’s Hawk and developed into an 11,100-square-foot restaurant and winery with outdoor seating. Construction is expected to begin in summer 2025, with completion anticipated in summer 2026. The restaurant will include 163 on-site parking spaces and is expected to employ approximately 100 full-time and 50 part-time staff members. Typical operating hours will range from 11:00 a.m. to 9:00 p.m. on weekdays, with extended hours on weekends. Deliveries are planned for the morning between 7:00 a.m. and 11:00 a.m.

Lot 2, consisting of 2 acres, is reserved for future commercial development. Lot 3, totaling 10.5 acres, will retain existing stormwater facilities, floodplain, and wetlands. Lot 4, with 5.7 acres, will remain undeveloped. Lot 4 will be transferred to the Village, and upon the closure of TID #8 will be combined with adjacent Village owned conservancy land.

As part of the approval, a DSIS Agreement will be finalized in accordance with the Village code. The Planned Unit Development Overlay will permit shared access between Lots 1 and 2, with shared monument signage at the intersection of 75th Street and 115th Avenue. Zoning Map amendments are being approved to assign appropriate designations to each lot, including B-2 (PUD) for the restaurant site, and PR-1 for parkland lots. Comprehensive Plan amendments were also approved to designate Lots 1 and 2 as Commercial/Community Retail and Service Center, and Lots 3 and 4 as Park, Recreation, and Open Space, while retaining existing floodplain and wetland designations.
