Updated Housing Plan for River View Neighborhood

The Pleasant Prairie Plan Commission has approved a resolution to amend a portion of the River View Neighborhood Plan, along with a revised Conceptual Plan to develop the vacant land located between 77th and 79th Streets, west of 105th Avenue. The revisions update an area originally planned for senior housing under the 2020 master plan. The amended plan responds to current housing demand and reduces overall residential density. The site will now allow up to 109 residential units, replacing the previously approved 159 senior housing units.

Fiduciary Real Estate Development is proposing Phase 2 of the River View multi-family apartment development. The project includes five two-story apartment buildings with 20 units each, totaling 100 market-rate apartments. The buildings will mirror the design and materials of the existing Seasons at River View community and offer a mix of studio, one-bedroom, two-bedroom, and three-bedroom units. Residents will share access to existing amenities, including a clubhouse, fitness center, outdoor pool, playground, dog exercise area, and internal walking connections.

The plan also includes nine single-family residential lots. An extension of 107th Avenue will provide access to eight of the lots, while one additional lot will be located at the end of a new 78th Street cul-de-sac. The developer will fund and construct all required public and private improvements in accordance with Village standards, including municipal water and sewer service, stormwater facilities, sidewalks, and emergency access.

“The revised plan provides flexibility for housing types that align with current market conditions,” explained Community Development Director Robert Hanson. “With Plan Commission approval complete, the proposal will advance to the Village Board for consideration of related land use, zoning, and development actions. Additional public meetings will provide continued opportunities for review and input as the process moves forward.”
