The Pleasant Prairie Village Board has reviewed and approved the presented requests by Robert Stambolic on behalf of Trevor RE LLC. These proposals encompass a Certified Survey Map (CSM) and Development Agreement that forms the foundation for a new Shell Gasoline facility with a convenience store, car wash, and Dunkin’ Donuts (Dunkin’). The prospective site is at the northeast corner of State Trunk Highway 32 (Sheridan Road) and 128th Street. The proposals also encompass Comprehensive Plan Amendments for the area’s new land use and Zoning Map and Zoning Text Amendments to accommodate roadway enhancements.

The development will occur on Lot 1 of the CSM, which consists of 1.8 acres with frontage on Sheridan Road and 128th Street. The project involves removing four structures on the existing properties to pave the way for the Shell Gasoline facility, which will consist of 16 fueling positions. The Shell Station intends to incorporate a 4,020-square-foot convenience store and Dunkin’ drive-through with an outdoor seating area. The project scope includes a detached car wash facility spanning 2,200 square feet. Lot 2 of the CSM consists of 0.38 acres with frontage on 128th Street that will be transferred to The Nature Conservancy of Wisconsin to combine with the adjacent Chiwaukee Prairie West Restoration lands.

The project will bring roadway adjustments that include strategically placing new traffic signals at the intersection of Sheridan Road and 128th Street. Additionally, RS Fuels will make public enhancements on a segment of 128th Street between the reconstructed intersection and the east property line. The upgrades will resurface and expand the roadway to 24 feet wide, with a sidewalk, curb, and gutter profile on the north side of the roadway to accommodate pedestrians and traffic flowing in and out of the development.

The project anticipates creating 15 full-time and 10 part-time positions across two operational shifts. The developer has adjusted plans to maintain ambient noise levels and make site lighting plans that adhere to Dark-sky requirements to protect against light pollution. The developer plans to begin construction in the fall of 2023 and complete work in the spring of 2024.
